1. Under the guidance of leaders of Hangzhou Municipal Party Committee, take full charge of confidentiality work of Hangzhou, and thoroughly implement guidelines, policies, laws and regulations of security work of the CPC and the state.

2. Formulate the development plan and the annual plan of security work in Hangzhou, summarize and deploy security work of Hangzhou.

3. Conduct research to solve critical issues in security work of Hangzhou.

4. Instruct and coordinate security work of districts, counties and departments in Hangzhou.

5. Study security laws and regulations to be submitted for examination and promulgation to the Standing Committee of People’s Congress or the Municipal Government.

6. Direct the publicity and education of security work of Hangzhou.

7. Guide and coordinate the development work of security technology in Hangzhou.

8. Supervise and examine guidelines, policies of security work and guarantee the implementation of security laws and regulations.

9. Organize and coordinate investigation and punishment of serious breach of confidence.

10. Report to the Confidentiality Committee of the Municipal Party Committee and the Confidentiality Committee Provincial Party Committee about security work of Hangzhou and offer opinions and advice on important issues in security work of Hangzhou.

11. Complete other tasks assigned by the Municipal Party Committee and Government.
