1. Take charge of planning and guiding classification work of the Party Construction of working units directly under the Municipal Government and it also guides operation services of Party Working Committee directly under the Governments of districts and towns in Hangzhou.

2. Direct the construction of thought, organization, working style and the management of Party member education of party organizations at different levels in units directly under the Municipal Government.

3. Instruct the work of political and theoretical studies for Party organizations, Party members, cadres and staff and it is also in charge of organizing political and theoretical training for cadres at departmental level.

4. Lead the construction of a clean and honest Party style of party organizations at different levels in units directly under the Municipal Government and supervises Party members and especially Party leaders. It is involved in the inspection, supervision and management of democratic consultations of Municipal Party cadres in units directly under the Municipal Government and reports in a timely fashion to the Municipal Committee relevant information about the leading group and cadres of units directly under the Municipal Government.

5. Guide Party organizations in units directly under the Municipal Government to better implement ideological and political work and to better construct the ideology and working style.

6. Take charge of appointment, dismissing and training Secretary of Discipline Inspection Committee, Vice Secretary of Discipline Inspection Committee and committee members of Party committee, Party general branches and units directly under the Municipal Government. It also instructs Party organizations in units directly under the Municipal Government to facilitate Organization and Personnel departments in assessing and democratically appraising unit cadres and it offers opinions of appointing, dismissing, rewarding and punishing executive officials.

7. Lead the work of Discipline Inspection Committee of units directly under the Municipal Government. It is entrusted to take charge of deliberation of Party disciplinary measures on municipal party cadres and examination and approval work of Party disciplinary measures on officials at departmental levels in units directly under the Municipal Government. Authorized by Municipal Discipline Inspection Committee and Municipal Supervisory Bureau, it works with administrative inspection of units directly under the Municipal Government, and it undertakes discipline inspection assigned by Municipal Discipline Inspection Committee and Supervisory Bureau.

8. Supervise the work of mass organizations of working committees of Trade Union of municipal authorities, working committees of Youth League Committee in units directly under the Municipal Government and Women’s working committees in municipal units etc, and in the meantime, manages leading groups of the above mass organizations.

9. Guide operation services of working committees in units directly under districts and towns.

10. Complete tasks assigned by Municipal Party Committee.
