The Office of Agriculture and Rural Work of Hangzhou Municipal Party Committee and Government takes the charge of comprehensive coordination, investigation and study, policy-making and advice-giving on reforms in the countryside and so on in Hangzhou. Its main responsibilities are:

 

1. To carry out principles and policies of agriculture and rural work formulated by governments at different levels. And on the basis of the researches, to aim to propose strategies and suggestions on the development of agriculture, agricultural economy and the society. The principles and measures on how to solve the serious problems during the process of reforms and development in the countryside would also be put forward. Besides, the office is in charge of comprehensive coordination and supervision of important work of agriculture and countryside.

2. To take the job of organizing, implementing, checking and assessing the agriculture and construction planning of modernization in the countryside in Hangzhou. Give advice on the work of building new countryside and undertakes routine work of Leading Group Office of Agriculture and Modernization Construction in the countryside of Hangzhou.

3. To research and propose planning, policies, suggestions on the profitable agriculture, the industrialization of agriculture, export-oriented economy of rural areas and the development of the primary, secondary and tertiary industries in rural areas and coordinates related items. The office also takes the routine jobs of Leading Group Office of Industrialization of Agriculture and the Administration Committee Office of Agricultural Development Funds of Hangzhou.

4. To research and propose planning, policies and measures to help development in rural areas, and in the meantime, the office checks and supervises the implementation of such projects and use of such funds. The office is also in charge of the routine job of Office of Helping Development in Rural Areas.

5. To research and formulate agricultural resources distribution and agricultural economy division of Hangzhou and the office would take part in making the integrated area development plan of agriculture of Hangzhou. Besides, it would guide and supervise the implementation of the integrated area development projects of agriculture. It would also be in charge of the protection of green vegetable bases and the exploration and utilization of countryside energy and it takes the routine job of Municipal Office of Agricultural Regionalization.

6. To direct further carrying out of the countryside reforms and the development work of rural economy and propose policy options on improving system of unified management combined with independent management, rural land use rights transfer system and the development of farming on an optimum scale. The office guides and supervises the management of agriculture contract agreements and arbitrates disputes between the parties concerned. It also gives advice on joint-stock reform of rural communities and the development of new patterns of rural cooperative economic entities. It also participates in the comprehensive reforms of small cities and towns, and rural tax and fee reform. It is in charge of the Arbitration Committee Office of Agriculture Contract Agreements.

7. To guide and supervise the construction of rural collective economic organizations and their statistics, financial accounting, auditing and village-level financial disclosure, and the management of rural collective assets of Hangzhou. The office is in charge of the on-the-job training, assessment management of cadres of operation and management in rural areas. It takes the routine job of Municipal Leading Group Office of Supervision and Management on the Burden of Farmers.

8. To guide and coordinate scientific researches of agriculture, educate and spread institutional reforms together with relevant departments, the office is responsible for formulating policies and measures of combination of agriculture, science and education, and work of promoting agriculture by applying scientific and technological advances. It also takes part in the education and training job of leading cadres at grassroots level.

9. To be involved into the guidance on building up the rural democratic and legal system, the rural cultural achievement and the Party grassroots organizations.

10. To undertake other items assigned by Hangzhou Municipal Committee and Government.
