1. According to the purpose and arrangement of Hangzhou Municipal Party Committee, carry out the investigation and research work about the guidelines and policies on politics, party building, reform and opening-up, economic construction, urban development, social cultural development and ideology centering around major tasks of the municipal party committee, and put forward opinions and recommendations for effective decision-making.
2. Organize the research of medium and long-term development strategies, develop new lines of thoughts, recommend measures in response to new situations and offer advice on major issues to Hangzhou Municipal Committee for decision-making reference.
3. Participate in drafting and revising some of the important manuscripts and documents of Hangzhou Municipal Party Committee.
4. Instruct the work of other city-level policy research institutes.
5. Accomplish other work assigned by Hangzhou Municipal Party Committee.
