The Political and Legislative Affairs Committee of the CPC Hangzhou Municipal Committee is combined with the Office of Hangzhou Municipal Committee for Comprehensive Management of Public Security into one institution in function. Their main responsibilities are:

1. To implement the guidelines, policies and instructions assigned by the central government, provincial and municipal committees on the work of politics and law, the building of cadre teams, the comprehensive control of public security and the work of maintaining social stability, and instruct the work of the political and law departments of the city and the work of public security commission member bodies according to the arrangements of Hangzhou Municipal Party Committee, Hangzhou Municipal Government, Zhejiang Provincial Party Committee Political and Legal Affairs Committee and Zhejiang Provincial Public Security Commission. 

2. To supervise and coordinate the political and legal affairs departments to implement well laws, principles, guidelines and policies of Communist Party, check problems and correct mistakes in law enforcement. 

3. To implement the guidelines and policies on floating population service and management assigned by Central Government, Hangzhou Provincial Government and Hangzhou Municipal Government; coordinate with relevant functional departments and instruct relevant departments of district and county (city) to make concerted efforts to carry out the work of floating population education, service, management and legal right protection

4. To direct the work of subordinate political and legal affairs committees and public security commission offices.

5. To accomplish other work entrusted by Hangzhou Municipal Party Committee, Hangzhou Municipal Government, Zhejiang Provincial Party Committee Political and Legal Affairs Committee and Zhejiang Provincial Public Security Commission.
