1. Organize the study, propaganda and implementation of the guidelines, policies, instructions and decisions on united front assigned by Central Government and provincial and municipal committees and research the united front theory; take charge to coordinate the important united front activities in the united front system which directly report to Hangzhou Municipal Government, and supervise and inspect the implementation of united front guidelines and policies; report the ideas and recommend non-party people from all walks of life to Hangzhou Municipal Party Committee and assist with the ideological and political work.
2. Take charge to keep in contact with democratic parties and personages without party affiliation and inform Municipal Party Committee of their ideas and recommendations in a timely fashion; assist the Municipal Party committee in maintaining the system of multi-party cooperation and political consultation under the leadership of the Communist Party of China and implementing the guidelines and policies assigned to democratic parties, and make democratic parties at city level play well the role of political participation, consultation and democratic supervision; support and assist the city-level democratic parties in their work and in strengthening their self-construction.
3. Take charge to investigate and study the problems related to the guidelines and policies on ethnic and religion affairs; assist with city-wide specialized work of religion; keep in contact with the representatives from ethnic minorities and religious groups; assist relevant departments in training and recommending cadres of ethnic minorities.
4. Take charge to carry on the united front work in Hong Kong, Macao, Taiwan and overseas countries focusing on national reunification; keep in touch with relevant institutions and representatives in Hong Kong, Macao and Taiwan and overseas countries; contact and coordinate democratic parties, city federation of industry and commerce and other relevant organizations in the city on overseas united front work.
5. Take charge of the political arrangements of relevant non-party personages, and together with relevant departments, train, select and recommend non-party personages for leading posts in government and judicial organs; select and train reserve cadres and new representatives.
6. Take charge to conduct the united front work in non-public ownership economic field; entrusted by the Municipal Party Committee, direct the leading party groups in City Federation of Industry and Commerce and take charge to contact and instruct the work of federation of industry and commerce; investigate and research the condition of non-public ownership economic representatives of the whole city and report it to the Municipal Party Committee, coordinate relations and put forward suggestions on policies; contact non-public ownership economic representatives and conduct the ideological and political work well.
7. Take charge to contact personages from new social class and bring the new social class into full play to promote economic and social development; positively explore and set up new mechanisms and find new methods to manage the personages from the new social class; build up a high-quality team of representatives and personages from the new social class.
8. Investigate and study the conditions of non-party intellectuals, convey their opinions to the Party, coordinate relations and put forward suggestions on policies; contact and train non-party intellectual representatives and make good arrangements for their political involvement and material benefits in cooperation with relevant departments.
9. Carry out the overseas united front publicity work in cooperation with relevant departments.
10. Administer Hangzhou Chinese Overseas Friendship Association, Hangzhou United Front Theory Association, Hangzhou Intellectual Friendship Association and National Association of Vocational Education of China Hangzhou Municipal Association.
11. Take charge to instruct the united front departments of district and county (city) government to carry out their work; cooperate with relevant departments, city owned colleges and universities and relevant large and medium-size enterprises on the united front work; instruct the work of relevant groups like Hangzhou Municipal Overseas Chinese Federation, Hangzhou Friendship Association for Relatives of Taiwanese, Association of Enterprises Funded by Taiwan Compatriots, etc; contact and instruct the work of Hangzhou Socialism College.
12. Accomplish other work assigned by Hangzhou Municipal Party Committee United Front Department and Zhejiang Provincial Party Committee United Front Department. |
