1. Take charge to conduct city-wide theoretical study, theoretical publicity and theoretical research, map out and implement the social science planning of the city and perform leadership on political direction, guidelines and policies; keep in contact with Hangzhou Academy of Social Sciences, entrusted to manage Social Sciences Association.

2. Take charge of the macro-management of city-wide press and publication; instruct and coordinate the press and publication work carried out by Hangzhou Daily Press (Hangzhou Daily Press Group), Hangzhou Municipal Bureau of Radio and Television and Hangzhou Municipal Bureau of Press and Publication, etc., and perform leadership on political direction, guidelines and policies; keep in contact with Hangzhou Municipal Bureau of Radio and Television and Hangzhou Municipal Bureau of Press and Publication.

3. Take charge to direct the manufacture of intellectual and artistic products, perform the leadership on political orientation and direct guidelines and policies; Contact Hangzhou Municipal Bureau of Culture, Hangzhou Municipal Sports Bureau, Hangzhou Municipal Public Health Bureau, mandated to manage Association of Literary and Artistic Circles.

4. Implement the guidelines and policies of Central Government and provincial and municipal committees on ideological and political education and instruct the ideological and political education work of the city; undertake the routine work of Enterprise’s Ideological and Political Work Leading Group Office and Agricultural and Rural Modernization Education Leading Group Office.

5. Implement the guidelines and policies of the Central Government and provincial and municipal committees on external publicity work and instruct the citywide publicity work; undertake the routine work of Hangzhou Municipal External Publicity Group Office (Hangzhou Municipal Government Information Office); put the publicity work on the Internet under centralized management and overall coordination.

6. Implement the guidelines and policies of the Central Government and provincial and municipal committees on ethical and cultural progress; administer the Committee Office for the Construction of Healthy Cultural Undertakings.

7. Entrusted by Hangzhou Municipal Party Committee, take charge to manage the leading cadres and build the leading group of the news department, cultural department, publicity department and social science research department, etc. in cooperation with Hangzhou Municipal Party Committee Organization Department; put forward suggestions on the appointment and dismissal of the ministers of publicity departments of district and county (city) government; instruct the construction of cadre forces in publicity system directly under the leadership of Hangzhou Municipal Government, and administer the cadres at the intermediate level in some important positions of different organizations in the publicity and cultural system; work out plans to train Party committee commissaries who are in charge of publicity of towns and townships (neighborhood) in the city and the cadre forces in publicity system directly under the leadership of the municipal government and organize the implementation; Contact the intellectuals in publicity and cultural circles; manage the appraisal of news, publicity, social science and political and ideological work in cooperation with relevant departments.

8. Implement the guidelines and policies of the Central Government and provincial and municipal committees on publicizing the spiritual and cultural undertakings; organize and carry out the city-wide investigation and research on publicity and ideological work, study and put forward city-wide guidelines and policies on ideological work and direct the publicity and cultural system to make policies and principles; instruct publicity and cultural system to perform to promote the development of cultural undertaking and cultural industry; manage the publicity and cultural development special fund and cultural industry construction expense. 

9. Accomplish other work assigned by Hangzhou Municipal Party Committee.
