The Municipal Commission for Discipline Inspection of the CPC Hangzhou Municipal Committee is combined with Hangzhou Municipal Bureau of Supervision into one institution in function. Their main responsibilities are:

1. To take charge of the Party’s discipline inspection work, follow and execute Central Discipline Inspection Committee, Provincial Discipline Inspection Committee and Municipal Party Committee’s resolution to enforce the Party’s clean politics promotion. Maintain Party Constitution and other Party rules, inspect the execution of the Party line, guideline, policy and resolution. Take charge of the supervision and inspection on the execution of the Party ‘s clean politics responsibility system.

2. To take charge of the administration supervision of the whole city, follow and execute the resolutions of administration supervision by the State Council and Provincial & Municipal Government. Supervise and inspect the execution of the State laws, rules, policies and government decisions, resolutions, orders and national economic & social development plans by Municipal departments and personnel, various districts, counties (cities) government and the persons in charge, and Municipal Government and other persons appointed by the departments. Take charge of the organization, inspection and guidance of administrative law execution & supervision work in the whole city. Take charge of the organization and guidance for clean and efficient politics of various Municipal departments. Take charge of city-wide planning for unfair practice correction within government departments and industries and provide supervision, inspection and guidance. Undertake the responsibility of the Office for Department & Industry Unfair Practice Correction of the city.

3. To take charge to organize and coordinate Party clean politics and anti-corruption work of the whole city, undertake the responsibility of Joint Conference Office for Anti-Corruption Campaign of the city.

4. To take charge to inspect and handle Party Constitution and Party Rule violation cases by the Party organizations of various units, districts and counties (cities) and Party leadership members under Municipal Party Committee. Decide upon the punishment to the Party organization and Party members in these cases and provide the suggestion for punishment. Take charge to investigate and handle the State law, rules, policy and administration discipline violation behaviors by all districts, counties (cities) government and the persons in charge and other persons appointed by Municipal Government and the departments. Decide upon administration punishment to relevant responsible persons or submit suggestions to give administrative punishment. In case of need, directly investigate and handle important or complex cases within jurisdiction of lower Party discipline inspection organization or administration supervision organization.

5. To accept and handle Party member’s charges and appeals. Accept and handle the appeal of the parties under supervision who do not yield to administrative punishment. Accept and handle the impeachment and charge of individuals or organizations against discipline violation by Party members and the parties under supervision. Protect the justified and legal right and interest of Party members and State servants.

6. To take charge to give the decision of maintaining Party discipline, participate in the constitution of Party rules and local rules for Party Clean Politics and Anti-Corruption Campaign. Prepare the standardized document and policies for Party Clean Politics and Anti-Corruption Campaign. Investigate and obtain the information on relevant policies constituted by all Municipal departments, districts and counties (cities) government. Submit modification & supplementary advice on the clauses violating State laws and rules. Take charge to change or remove the improper resolution or regulation made by district, county (city) discipline inspection organization and administration supervision organization.

7. To take charge to constitute the education plan for Party Clean Politics and Party discipline. Coordinate relevant departments to conduct publicity work related to guideline, policy, law and regulation for Party discipline inspection and administration supervision work. Conduct Discipline and Law Observation and Clean Politics Administration Education to Party members and State servants.

8. To take charge of theoretic study on Party discipline inspection and administration supervision work. Conduct investigation and study on malpractice trend and symptom in Party Clean Politics and Anti-Corruption Campaign.

9. To coordinate with Organization Department of Municipal Party Committee to inspect on district, county (city) discipline inspection committee secretaries, discipline inspection committee secretaries and discipline inspection group leaders of the units directly under Municipal Government. Assist the inspection and take charge of the examination and the selection of vice secretaries, permanent members of district, county (city) discipline inspection committees, directors and vice directors of supervision bureaus, vice secretaries (vice group leader) of discipline inspection committees of the units directly under Municipal Government, and directors and vice directors of supervision departments. Take charge to recommend for employment selection and dismissal of discipline inspection group leaders and discipline worker’s union secretaries dispatched to the units directly under Municipal Government. Take charge to inspect, assign and dismiss dispatched discipline inspection vice group leaders, discipline & worker’s union vice secretaries and directors & vice directors of supervision departments (bureau). Investigate, study and comprehensively analyze the organizational health of discipline inspection and supervision system. Cooperate with relevant departments to conduct professional instruction for the cadre’s work in the discipline inspection and supervision system of the whole city.

10. To accomplish other tasks entrusted and assigned by Provincial Discipline Inspection Committee and Supervision Department, and Municipal Party Committee and Government.
