The Work Goal of the CPC Hangzhou Municipal Committee

The Municipal Committee¡¯s Work Plan for the Year 2009:

Built on our 30 years¡¯ reform and open-up policy and the guidelines set forth at various congresses of the central committee of the CPC and the principles laid down by various leaders such as Deng Xiaoping, Jiang Zemin and Hu Jingtao, we determine to emancipate our mind further and pursue six strategies, namely, Internationalization of the City, Bringing Prosperity to the City Through Industrialization, Giving Priority to Service Industry, Soft Power Enhancement, Eco-City Construction, and Improving People¡¯s Livelihood through Democracy. To construct ¡°the City of Quality Life¡± commensurate with the status of this world renowned city, we will take concrete steps such as ensuring growth, expanding internal demands, adjusting economic structure, increasing vitality, stressing people¡¯s livelihood, maintaining social stability and strengthening the Party¡¯s leadership.

The Chief Goals for the Economic and Social Development of Hangzhou in the Year 2009:

- A 10% increase in GRDP(Gross Regional Domestic Product);
- Approximately 10% increase in Local Revenue;
- A 14% increase in the added value of service industry;
- An approximately 8% increase in both the urban residents¡¯ disposable income and in the per-capita net-income of rural population;
- A 14% increase in the sales by the industry enterprises above designated size;
- An increase of 160,000 employees in newly established cities and towns, and urban registered unemployment rate will be kept below 4%;
- An increase of 14% in total investment of fixed assets;
- A natural population growth rate confined at 3.6¡ë£»
- A 15% increase in total retail sales of consumer goods;
- A 4.6% drop in the total energy consumption per RMB10,000 production turnover;
- An approximately 9 % increase in the export trade by municipal level enterprises
- An increase rate in CPI (Consumer Price Index) will be lower than that of the Year 2008
