Tertiary Industry

The tertiary industry has become the main force of economic development in Hangzhou. In 2009, the propor tion increased 2.2 percentage points compared with the previous year, stimulating the growth of GDP by 6.5 percentage points.

¡¾Banking and Insurance¡¿

The construction of f inancial center city in Yangtze River Delta was progressed positively. By the end of 2009, there were 242 banking agencies of various sorts in Hangzhou and included 5 new financial institutions and 7 foreign-funded f inancial agencies. The saving deposits of RMB and foreign exchange from all financial institutions in Hangzhou amounted to 1,428.421 billion yuan and the loans of RMB and foreign exchange from all financial institutions stood at 1,311.33 billion yuan, up by 26.0% and 30.3% respectively. The insurance industry developed toughly. There were 58 insurance companies of various sorts and the annual premiums of insurance companies in the city gained 15.97 billion yuan, up by 9.2%. The realized value-added of this sector totaled 44.412 billion yuan, up by 16.5% over the previous year, accounted for 8.7% of GDP. The financial volume and financial competitiveness ranked No. 5 of all large- and medium-sized cities of China and it also ranked first in the financial environment.Technology bank, network HSP, small and medium collection trust fund debt, finance and other financial warehouse innovations continued to advance.

 

Technology Bank
In July 2009, Hangzhou Bank set up Science and Technology Branch. In the beginning, for the case that the science and technology enterprises have more intellectual resources but less in fixed assets, it became more flexible in mortgage and security. Science and Technology Branch designed pledge receivables, patent pledge, stock pledge, income credit, credit charges and other credit products and tried to share business options in order to make Full-service for tech SMEs. By the end of 2009, The saving deposits in Science and Technology Branch amounted to 765 million yuan and the loans stood at 502 million yuan, in which the loans from science and technology enterprise amounted 465 million yuan, accounting for 93%; credit customers stood at 98, including 92 Tech SMEs, accounting for 92%.

Claims Fund
Since 2008, Hangzhou has set up 11 various types of claims funds, the total size reached 4.32 billion yuan, of which industry debt funds 3.0 billion, modern service debt fund 150 million yuan, the SME debt collection trust fund 1.17 billion.

 

¡¾Markets of Production Means¡¿

By the end of 2009, the number of listed companies in Hangzhou accumulated 64, which increased 10 new companies than those in the end of the previous year. Of the total, 46 companies listed on China stock market as well as 18 companies listed in the oversea stock markets. In 2009, money received through stock markets reached 56.003 billion yuan in the whole year. The transaction volume of the future exchange agency totaled 12,477.7 billion yuan, up by 92.9%. There were 690 commodity markets in the city with the transaction volume of 294.949 billion yuan, up by 17.1%.

¡¾Domestic Trade¡¿

In 20 09, Hang zhou carried out the "Consumer Promotion Year" and 200 themes activities such as Star Supermarkets. The promotions total payment of the five categories coupons, such as government coupons, community coupons, travel coupons, metastasis coupons, and education and training coupons, amounted 1.157 billion yuan. The "Ten Thousand Villages" market program was promoted and household appliances, automobiles in the countryside and TM to sell were carried out. The sales of commodity market were prosperous. In 2009, the total volume of commodity sales numbered 180.493 billion yuan, up by 15.8%. The whole sale and retail trade enterprises above designated size whose sale number of cars reached 205,900, up by 35.3%.

¡¾Featured Commerce Streets¡¿

Hangzhou has built a number of commercial blocks, of which Sijiqing Featured Clothing Street gained the title of "the First Costume Street in China"; Hangzhou Digital Enter tainment Industry Park in Wensan Road Electronic Information Street was first named in China as "National Digital Enter tainment Industry Exemplary Base" by Ministry of Culture. Featured Silk Street, Wulin Road Fashion Dress Street and Shixiang Road Motor Vehicle Trade Block were all named the titles as "Chinese Featured Commercial Street" by Working Committee of Chinese Commercial Pedestrian Street. In September 2009, Hangzhou has a historical street£­Southern Song Imperial Street • Zhongshan Road opened successfully.

¡¾Transportation¡¿

Railroad Transportation
Hangzhou is an important hub of railroad transportation in the southeast of China with two arterial railroads of Shanghai-Hangzhou double tracks and Zhejiang-Jiangxi double tracks as well as Xuancheng-Hangzhou track and matching Xiaoshan-Ningbo track, Jinhua-QiandaoLake track and Hangzhou-Changxing track. In 2009, the annual transpor ted cargo totaled 4.2675 million tons, and the volume of passenger transportation in the whole year reached 24.9438 million person-trips. Shanghai- Hang zhou, Hang zhou-Ningbo, Hang zhou-Nanjing Express Railway and the East Station rail hub was under construction.

Civil Aviation Transportation
New improvement was achieved in the construction of airport. By the end of 2009, there were 160 flight routes built in the Xiaoshan International Airpor t, including 25 international routes and 8 Hong Kong, Macao and Taiwan routes. Throughout the year there were 134,100 flight movements, up by 13.1%. The volume of passenger transpor tation handled by civil aviation amounted to 14.9447 million person-trips, up by 17.9% and that of transported cargo stood at 226,000 ton, up by 7.4%.

Highway Transportation
Hangzhou is the converging point of Shanghai-Hangzhou- Ningbo Expres sway, Hangzhou - Jinhua -Qu zhou Expressway, Hangzhou-Anhui Expressway, Hangzhou- Xinanjiang-Jingdezhen Expressway, and Hangzhou- Pudong Expressway. In 20 09, the transport ation construction of Hangzhou continued to be impelled rapidly and its' completed investment reached 7.784 billion yuan in this year, up by 27.1%. By the end of 2009, the total length of the city's road reached 15,112 kilometers, including 503 kilometers of expressway. The year-end amount of motor vehicles reached 1.5789 million and of which the private cars were 718,700, up by 3.2% and 27.2% respectively.

City Transportation
By the end of 2009, there were 596 bus routes in urban district, 47 new routes. A total of 8,647 buses were in Hangzhou and the passenger volume of public transpor tation in urban area reached 1.521 billion per son-tr ips . There were 10,120 taxies and 2,150 bicycle- spots for free in urban district, including 50,000 bicycles. The construction of subway achieved new breakthrough. One-line, 36 sites in the southeast section on the two- line were all work and 20 completed the main construction site, with 33 km shield forward. The accumulated volume of project investment, 11.594 billion yuan, of which 4.12 billion yuan invested in 2009, was completed.

Post and Telecommunications
The total telecommunications revenue reached 1.280 billion yuan, up by 17.1% over the previous year. The radiant network of EMS reached 221 countries and areas. During the year, 11.6781 million copies of domestic EMS were completed, up by 35.3% and 462,800 copies of international EMS were completed, up by 71%. The revenue of telecommunications totaled 12.345 billion yuan, up by 6.8%. By the end of the year, local fixed telephone users numbered 3.9064 million and there were 10.1193 million mobile phone users.

Real Estate
In 2009, the value-added of real estate in the whole year totaled 34.679 billion yuan, up by 18.4% over the previous year. Hangzhou invested 70.468 billion yuan in real estate, up by 14.5%. The floor space of the sold ones reached 14.4118 million square meters, up by 86% and of which the sale area of dwelling was 13.0099 million square meters, up by 92.2%.

Tourism
In 2009, the value-added of tourism  achieved 28.912 billion yuan, accounting for 5.7% of the city's GDP. The ratio was increased 1.4 percentage points. The accommodation facilities and measures had been further perfected. By the end of the year, the number of star-level hotels was 250, including 16 5-star hotels and there were 427 travel agencies of various kinds in the city. Hangzhou owned a total of 29 A sceneries (spots), of which, one scenery was AAAAA-level and 20 sceneries were at AAAA-level. The number of inbound and domestic visitors to Hangzhou reached 2.3040 million and 50.9372 million person-trips respectively. The tourism revenue reached 80.312 billion yuan, up by 13.6%. Hangzhou was named Excellent Tourism City, most worthy of empress dowager famous city of China to the world.

                                              

Tourist Resources
Hangzhou is one of the most famous scenic spots, owning two state-level landscape sceneries ---- the West Lake Scenery and the Two Rivers & One Lake Scenery (Fuchun River¡ª¡ªXin'an River¡ª¡ªQiandao Lake), two state-level nature preserves ---- Tianmu Hill Preserve and Qingliang Mount Preserve, 7 national forest parks--- Qiandao Lake, Fuchun River, Daqi Hill, Wuchao Hill, Qingshan Lake, Shangougou, and Yaolin, one statelevel holiday resort ---- Zhijiang National Tourist Holiday Resort, and the first state-level marsh in China ---- Xixi National Wetland Park. Hangzhou Qiantang River tidal waves are as famous as those of the Amazon River; very day, every month tourists can watch big or small size tidal waves. The Grand Qiantang Tidal Waves Watching Festival is held on the 18th day of the eighth month in China¡¯s lunar calendar every year. On that day, a splendid sight is presented by the surging waves and the tempestuous crowds. Hangzhou also boasts 24 statelevel protection units of key cultural relics and 6 statelevel museums. The title of "the Best Tourist City" was achieved set by World Tour Organization and China National Tourism Administration; the title of "Leisure City in East" was awarded by World Leisure Organization.

The West Lake Scenic Area
With a total area of near ly 60 square kilometers, integrating famous scenic spots, relics, gardens, hills, rivers, greenery, verdant trees and grass, deep & serene streams and brooks, the West Lake Scenic Area presents beautiful scenes all the year round. The old Ten Top Views and the New Ten Top Views have added radiance and beauty to each other. The famous scenic spots, such as Lingyin Temple, Yuefei Temple, Six Harmonies Pagoda, West Lake Shore, Qianwang Temple etc., are known all over the world. There were fine scenic spots, including the southern line around the lake, Leifeng Pagoda, Wansong Academy of Classical Learning, the Yang Causeway Scenic Spot, Santai Hill, Meijia villages and Beishan Street and overwhelming praises were received from domestic and foreign tourists as well as numerous natives. In 2005, the West Lake Scenic Area was one of the sceneries which were first awarded as "National Civilized Scenery". In 2009, the consecutive eighth new West Lake was opened to the public.

 

The Two Rivers & One Lake Scenery
With clear f lowing water as the main scene, Fuchun River¡ª¡ªXin'an River¡ª¡ª Qiandao Lake Scenery, characterized by 1,000 Islands in Green Lake, Beautiful Hills and Clear Water, Rich Culture with Long-standing History and Excellent Ecological Circle, is another statelevel scenery in Hangzhou. It owns unique calm lakes, gorges, numerous islets, amazing hills, watereroded caves, waterfalls and historical saga. There are many famous scenic spots, such as Qiandao Lake, Guan Hill, Funny Rural Households on Xinsha Island, Tongjun Hill, Yaolin Wonderland, Hermit Yan Ziling's Angling Terrace, Tianmu Stream Rafting, Daci Rock, Lingqi Cave, Twin Pagodas Piercing the Cloud and Seven-li Rapids Sailing. In the upper reaches of Qiandao Lake is Tunxi, Anhui Province. The Two Rivers & One Lake Scenery, which connects the West Lake Scenery and the Yellow Mountain Scenery, is renowned Golden Tourist Line to the south of the Yangtze River.

 

 

Xixi National Wetland Park
Hangzhou Xixi National Wetland Park locates in the west of urban district, with area about 11 square kilometers. It is the f irst state-level marsh park in China. With plentiful ecological resource, plain natural landscape and deep cultural sediment, Xixi National Wetland Park is the only state-level marsh park of city wetland, farming wetland and culture wetland in China and is noticed as Hangzhou "3 Xi" with West (Xizi) Lake and Xiling Seal- Engravers' Society. It is listed in "Impor tant Wetlands in the world list" according to International Wetlands Convention Organization. In 2009, Hangzhou continued to implement comprehensive wetland protection project and consecutive four new Xixi was opened to the public. The first Cultural Festival of wetlands and the third International forum in Xixi Wetland, China were successfully held in 2009.

 

Zhijiang National Tourist & Holiday Resort
Hangzhou Zhijiang National Tourist and Holiday Resort is one of the twelve state-level tourist & holiday resorts approved by the State Council with a planned area of 50.68 square kilometers. Within the resort, those tourist projects are displayed and have become new focuses for domestic and foreign tourists, including displaying the Southern Song Dynasty culture of Song Dynasty Town and the international standard golf course etc.

Comprehensive Protection Project to the Grand Canal
The comprehensive project of renovation ¡· and protection to the Grand Canal (Hangzhou section) was advanced. Consecutive four "new canal" was opened to the public. The main structure of "The new Hong plot Temple" was finished. Xiaohezhijie preserved areas (2), Qiaoxi historic district preserved area, Dadou Road historic district protection project (1) had been completed during the year. China Knife, Scissor and Sword Museum, China Umbrella Museum, China Fan Museum were opened in trial operation. The Qiantang River, Yuhangtang River and Shangtang River golden tourism route, the canal as the center, which demonstrated the new achievements of the canal comprehensive insurance, was consolidated and promoted.

Tourist Festivals
Hangzhou held a series of inf luential ¡· and featured tourist festival activities, mainly including the West Lake International Tea Culture Festival ( Dragon-Well Tea Opening Festival, West Lake International Tea Party, Chinese Tea-Saint Festival and so on), the West Lake International Firework Festival, the West Lake International Silk Fashion Festival, the West Lake Lotus Festival, the West Lake Meeting on Foot, the Wu Hill Temple Assembly, China (Xiaoshan) International Tide Watching Festival, Chun'an Qiandao Lake Beautiful Water Festival, and China Tianmu Mountain Forest & Tourist Resource Expo etc.

The 11th China Hangzhou West Lake Expo
On Oc tober 17 to November 7, 2009, Hangzhou presented to public ¡ª Hangzhou 2009 11th China Hangzhou West Lake Expo. The Expo arranged 124 activities, including conference, exhibition, culture & sports and sightseeing etc. The value of transactions was 13.8 billion yuan. Meanwhile, 1.062 billion US dollars of contracted foreign funds and 13.2 billion yuan of domestic investment were introduced. The 11th China Hangzhou West Lake Expo became the City "Golden Card", the "Window" for the world know Hangzhou, Hangzhou to the world.

Culture Creative Industry
Encircling the objective of "Constructing ¡· the National Centre of the Culture Creative Industr y", with the emphasis of 8 Industries, such as the Information Service Industr y, the Animation Game Industry, the Design Service Industry, the Modern Media & Communication Industry, the Art Work Industry, the Education & Training Industry, the Culture Leisure & Tourism Industry and the Culture Conference & Exhibition Industry etc., the strength of Culture Creative Industry was enhanced continuously. The construction of 10 Culture Creative Industr y Park was progressed steadily, and Zhijiang Culture Creative Industr y Park, Baimahu ecological creative cities industrial park were awarded as the best creative Industry Park in China. The third Culture Creative Industry Expo (Hangzhou), China, Hangzhou Art Fair and other cultural exhibitions were successfully held. Education and training industry developed rapidly. The development of digital cable networks, Huashu as the leading, was promoted. 10 cultural creative enterprises, 16 film & television projects were among 2009-2010 national cultural expor t key enterprises (projects). Agglomeration and popularity of the Culture Creative Industry upgraded continuously. The added value of the Culture Creative Industry was 64.2 billion yuan, up by 15.0% over the previous year at comparable price, higher by 5.0 percentage points than the growth of Hangzhou's GDP. Its added value accounted for 12.6% of the whole city's GDP and the scale was in the top of the modern service ten industries.

CICAF
Hangzhou had successfully held CICAF for consecutive 5 years. Guests from 38 countries and regions participated in the fifth animation, which attracts 780,000 people, 322 Chinese and foreign enterprises, signed 35 projects, trading volume was 6.5 billion yuan.

National Animation Industry Base
In 2009, Hangzhou's production of original animation 33 tot aled 27,40 0 minutes and 8 car toons were recommended by SARFT, which ranked first in various cities of China. "Zheng He", the animation production, won the national "5 A" Project Award. Hangzhou was commented as "suppor t the development of Chinese animation game industry - a model government". The income provided by the animation game enterprises was 0.438 billion yuan, up by 19.6% and of which the profit was 81.63 million yuan.

                                                                       

¡¾Information Industry¡¿
Hangzhou is the national sof tware industrialization base, the IC design industrialization base, the national electron-information industry base, the national high-tech information industry base, national digital entertainment industry demonstration base, national service outsourcing base cities and the national comprehensive pilot city of advancing information, E-government, E-commerce and digital TV, as well as the first pilot cities for the building of the incubation system for state-level scientific and technological enterprises. In 2009, the main business income of the city's information industry above the designated enter pr ises was 150.7 billion yuan, 13 companies listed in "2009 China's software companies top 100 lists"; 2 companies ranked national software products top ten; 22 companies, software as the core, listed in domestic and foreign.

                                                                        

IT Application
The application of IT expanded to extent and deep, relating a lot of fields, such as Intelligence traffic, social security, E-business, E-government etc. By the end of 2009,Hangzhou issued a total of 2.200 million citizen cards, 223,000 more than the previous year.
