1.Social Welfare
The socialized progress of social welfare sped up unceasingly. By the end of the year, there are 201 welfare institutions and old people’s institutions of various kinds, providing 19,100 beds and accommodating for 10,300 peoples. The annual sales volume of welfare lottery totaled 694 million yuan, of which computer votes up by 20 percent, the welfare lottery opened on the spot up by 73 percent; the social regularity donation and charity undertaking developed rapidly. The charity institutes were established in the municipality and 13 districts, countries (cities), raising the charity funds of 756 million yuan.

2.Urban and Rural Community Construction
By the end of 2008, there were 829 communites (including 221 communities of towns), the workers’ number was 6,771 and the average age was 37.6. “Shangyangshi street neiborhood committee”, founded in Oct. 23, 1949 of Shangcheng District, was confirmed the new China's first neighborhood commission by the Ministry of Civil Affairs. The new model of community management system which included the "Trinity” in community party organizations, community neighborhood committee and community public service workstations, cross-service, offi ce in the same location. Hangzhou take the lead to develop contingency plans in the sudden public events at the community level. Rural village autonomy deepened. The mode of election in villages with no candidate accounted 95.6 percent, the mode of self sea election accounted 94.7 percent. The villages of open affairs democtatic management standardization reached 2,075, accounted for 98.4 percent. 46 villages identifi ed as rural community development pilot.
