1.Science & Technology Strength
The strength of Hangzhou’s science & technology was mightiness and the number of talents was plenty. By the end of 2008, the enterprises above designated sizes in the city employed 64,995 engineers and technicians as well as million science & technology researchers. The number of science & technology research institutes built by enterprises reached 1,083.There were 12 academicians from the Chinese Academy of Sciences and the Chinese Academy of Engineering respectively.

2.Science & Technology Input
The investment in Hangzhou’s science & technology research projects kept growing. In 2008, the input of scientifi c and technological activities reached 24.2 billion yuan, and 12.431 billion yuan was pumped into R&D projects, up by 18.4 percent over the previous year, which accounted for 2.6 percent of the city's GDP.

3.Science & Technology Achievement
The capability of independent innovation of Hangzhou further enhanced. In 2008, a total of 100 scientific and technological achievements were awarded. There were 18,549 patent applications submitted, including 5,130 invitations, up by 39.6 percent and 11.8 percent over the previous year; 9,831 patents authorized, including 1,923 invitations, up by 29.8 percent and 45.7 percent over the previous year.

4.Science & Technology Innovation
The process of high-tech industries of Hangzhou speeded up. By the end of 2008, there were 804 high-tech enterprises supported by National, cultivated R&D center reached 473, enterprise technology center reached 393. Technology business incubators strengthened. The city has 40 all kinds of incubation Bases, and the base area reached 1.005 million square meters, hatching enterprise reached 1,689 with more than 1,000 square meters.

5.Science Popularization Activities
The science popularization infrastructure continued to be perfected. In 2008, Hangzhou hosted 1,031 popular science activities, including 436 forums, and the activities attracted 270,000 participants.
