1.Investment in Urban Construction
Hangzhou actively promoted organic update in city construction. In 2008, the investment in construction of urban infrastructure reached 54.112 billion yuan, accounting for 29.0 percent of the total investment in the fixed assets in the same period, and increased 3.4 percentage points compared with as the previous year. The construction of various projects was in an orderly way. The rearranging and controlling project of " Twoentrances and two-lines" and to expand the scope of construction was completed in an all-over way, with total length of more than 100 kilometers and a total investment of about 10 billion yuan. Along the road more than one million people benefited. Hangzhou had made notable achievements in integrated river protection project. Throughout the year there were more than 55 started, 40 completed. Environmental infrastructure construction was completed well. The third-phase of Seven Grid Sewage Treatment Plant finished factory foundation treatment project and Sewage pipe network project of Jiuxi Yang Meiling block was completed ahead of schedule. Hang zhou’s endeavor in upgrading infrastruc ture facilities has not only markedly improved its investment environment, but also furthered its opening to the outside world and advanced its urban comprehensive function.

2.Qiangjiang New City Construction
The construction of major projects in Qiangjiang New City Core Zone with 4 square kilometers was completed comprehensively. The Citizen Center, the International Conference Center, Hangzhou Theater, became the new landmark of Hangzhou. The Public Plaza, the City Balcony, World sunlight, Hangzhou Ki, Wave Culture City, Hangzhou New Library, became into the fi ne place of study, leisure and exercising. The Century Garden, the Forest Park, the Landscape along the River dotted and beaded into chain, making New City Core Zone into a green park.

3.Jiangdong Bridge
On December 26, 2008, the domestic first largespan suspension bridge, Hangzhou Jiangdong Bridge, was opened to traffic. It linked Hangzhou Economic and Technological Development Zone and Desheng Express Channel in the west and connected Xiaoshan "Big Jiangdong Metro" in the east. It had a total length of 4,332.5 meters, 47 meters wide, constructing Two-way eightlane by city trunk road standards, with the speed of 80 kilometers in design and a total investment of 1.89 billion yuan. It had the widest deck of the bridge in Hangzhou.

4.City Management
The digital city management achieved new results. The scope of the digital city management reached 235.8 square kilometers, up by 22.8 percent over the previous year. The power consumption in the city reached 43.018 billion KWH, up by 4.2 percent over the previous year. Of the total, the power consumption of urban and rural residents was 5.125 billion KWH, up by 11.2 percent. A total of 2.99 million cubic meters of tap water was supplied in the urban area, increased 250,000 cubic meters over the previous year. By the end of the year, the number of households used pipeline coal-gas reached 435,800, up by 16.3 percent compared with the end of the previous year.
